What is a Participatory Guarantee System (PGS)?

PGS’s are community-based, second-party organic assurance mechanisms that serve as alternative and complementary quality assurance systems to third-party certification. The International Federation of Organic Agriculture Movements (IFOAM-Organics International) defines PGSs as “locally focused quality assurance systems” that certify producers based on active stakeholder participation. A PGS is normally started when a group of stakeholders see the benefits of the system or there is a need for organic assurance coming from the market.
